The distinction worth understanding is that maintenance is not just looking. Anyone can send someone to look at a roof. What changes the lifespan of the roof is fixing the ten-dollar problems while they are still ten-dollar problems — a lifted shingle, a cracked boot, a blocked valley — rather than writing them down and quoting them separately.
